Former Devolution CS Anne Waiguru has sensationally refuted allegations that she is friends with Ms Josephine Kabura in a Public Accounts Committee grilling, following allegations that the two were coconspirators in the theft of millions from the National Youth Service (NYS) kitty.
Waiguru, who was at the helm of the Ministry when the irregular payments were made, on Thursday told the PAC that she had never seen Kabura in person.
“I’ve never seen Kabura live myself, so if she claims we were friends that’s her thing…and all the investigative agencies can be called to prove this…” said an agitated Waiguru.
In an earlier affidavit to the Anti-Corruption Commission, Kabura stated that Waiguru allegedly helped her register several companies.
The former hairdresser, who was also grilled by the PAC this week, said that the then Devolution CS subsequently helped secure dubious contracts.
Waiguru, who resigned from office in following the NYS Scam citing “health reasons”, said that even mobile phone data could prove that she had no connection with Kabura.
“In fact if we were really friends then there was nothing to hide. There should be at least one correspondence. These institutions (telecommunication companies) keep data for over 10 years or 15 years. It can be easily verified…”
Giving a possible reason for Kabura’s allegations, Waiguru theorised that Kabura implicated her in the multi-million shilling scam because the scions of the NYS graft ordered her (Kabura) to do so.
“She picked on me for the simple reason that she must have been told by the puppeteer to pick on me with a view to protect the puppeteers,” Waiguru said.
Waiguru, who has expressed interest the Kirinyaga gubernatorial seat, has maintained her innocence since the scandal came to light in 2015.
